The two older ladies are just relatives, living under same roof due to money issues that Hosho explained in a nice little cartoon. The sleazy guy used to be consultant to the poor relative, then changed his target to daughter of the other relative. Would have probably tried it with Hosho soon enough, had the attack didn't ruin his plans.
