They absolutely are. Ruka's perception of her own band is as shallow as the idea that whatever they do should be whatever she feels like doing. Yuki, on the other hand, saw the band as an escape from her depressing and lonely as fuck life. They were her social life, and her everything. She is Legend, or rather, the idea of Kayamori Ruka, was her purpose for existing.
She existed and STILL exists for Kayamori Ruka. Ruka, on the other hand, just does whatever the fuck she wants. She doesn't even know what She is Legend means to her fans. She just does whatever.
