That's the thing - they could if they wanted to. The fact that they do not shows that they are at the very least complicit with it, if not an active part of it.
If I, as someone who barely understood regex a year ago, can craft filters for all the shit that gets spammed day in and day out, they could. with the resources available to them, get rid of it all with little more than a wave of the hand.
