it's a ploy
>first game is "build bridges, avoid conflict, stop being so stupidly violent"
>second game lets you do more violence
>but it keeps track of it so it will kick you in the nuts if you overdo it
I remember that Spider-Man 3 game, at least on PSP, kinda did that with the black suit. Black and red suits have separate skill trees, and black suit is plain stronger and easier to play even if you invest into red's skill tree so naturally you'd want to use it, but the more you use it the more unstable and weak it becomes, and by 3/4 of the game the black suit is gone entirely and you're left with whatever you pumped into the red Spiderman. Wanted easymode? Get punished with hardmode (or grind side missions mode).
Same could be the case here, action is fun but it will become harder and harder until you can't handle it, while bridging will remain manageable even if you do too much action.
