Muhammad Darwish, Chairman of the Hamas Shura Council, and Khalil al-Hayya, head of the Hamas negotiating team and leader of Hamas in Gaza, met with Ziad al-Nakhaleh, Secretary General of the Islamic Jihad, and with Muhammad al-Hindi, his deputy, and determined that:

"The negotiation must lead to the end of the war, a complete withdrawal of the occupation forces from the Strip, the opening of the Strip's crossings, and the reconstruction of the Strip."
