They changed the order of events for some stuff but I feel like cour 2 is gonna open with Aizawa and Midnight at the department store show before heading to Naniwa just because it tells people what's up with Teruo now that he's a giant and shows detective guy trying to work with heroes to deal with trigger mutants.

I think it basically boils down to the only other fast heroes in Japan being All-Might and Hawks so there's very little competition among first responder heroes.
