I still don't know what you're talking about honestly. It's just such a bizarre complaint. I can think of tons of maps in every FE game devoid of any evasion tiles. Hell, any indoor map is a candidate. Thracia 776 lategame has very few avoid tiles, and fewer that you would actually bother to use. Path of Radiance, Conquest, Mystery of the Emblem, even Genealogy proportionally speaking...
