To put it in easier terms.
You see a bowl of candy, a normal person takes one candy, a sinner takes 5 pieces of candy, An egregious sinner takes handfuls of candy and steals candy from those who took candy. Likewise there is someone who is putting candy into the bowl, there is someone keeping an eye out on the bowl to make sure it isn't being emptied out by sinners, and there are people who go out and beat up those who take handfuls of candy who steal it from others.
