It's kind of situational I think and doesn't translate to the U.S. very well. Europe has this history where the centralizing tendencies for hundeds of years were around crown and church, while leftism could adopt a localist and regionalist character like the Basques. At least in Spain. There was a history preceding modern left/right distinctions going back to the Revolt to the Comuneros in the 1500s. Think of that Monty Python sketch:

I don't know a lot about Basque nationalism though. But you see this with Irish nationalism where they would fight the British while identifying with anti-colonial causes.
