Another factor is Freemason gatekeeping in the military. Seriously Joseph Mower was that rare nonmason gigachads who gets promoted to general during a war. He was one of the best civil war generals and the most underrated for his accomplishments. Could have been the best Union general if he was a general from the start instead of near the end of the war. It has only gotten worse since the 1800's and in more countries.
