The amount of arcanist blood in you GENERALLY correlates to being stronger or weaker at Arcarum which is why Manus Vindictae only considers purebloods to be "true" arcanists alongside the racism causing them to treat halfbloods as "traitors".
There are exceptions to the blood=power rule with instances like Flutterpage (who Willow only taught because she was shocked that Flutterpage's Arcarum was already this strong despite being pre-pubescent) or Marcus (Full-blood but her Arcarum isn't really strong on its own at all and is purely utility based).
