The amount of casualties the Israeli army would incur by trying to invade, then clear, then occupy the major population centers in Gaza would be catastrophic to them. They aren't like the Russians and Ukrainians who aren't concerned about casualties, their already unstable political situation would implode. They have already sustained "supposedly" 1000 dead and over 10,000 injured just setting up the buffer zone in the outskirts of the population centers; and they've never tried to occupy them.
They unironically don't have the will to do it, that's why all they do is carpet bomb them.
