I think the real problem is the creation of Yugoslavia after World War I. That totally destroyed the social cohesion.
95% of the problem you mentioned has its roots from there!
Back then, a greater Serbia should have been created, not Yugoslavia. But that's the past, now as a Serbia we have a chance to fix it, it's just important to unite around a common goal.
