It's more likely that this is some Jewish scheme to induce crime and disorder to clear out the population so other Jews (or Jewish corporations like Blackrock) can buy up the property for cheap. Setting everything on fire works in California and Hawaii, but in New York City the buildings are most of the value and too expensive to rebuild.
