Clones were never stormtroopers. If they were, Lucas would've dubbed them over with Temuera Morrison like he did with Boba Fett. He didn't do that. Stormies have different voices and different heights, and so on. More so, Lucas specifically said that stormtroopers are all recruits/volunteers, like a militia.
