That's not "high elo" special that's more or less normal if roach played their cards right up to that point, saved 0pp cards, so on. That's how roach works. You setup 0pp cards over the course of the game, setup a staff maybe, and combo them.
Pic rel has 19 damage at 9pp. I only dealt 18 because I missed the 19 route at the time though. 20 at 9pp with better hands than pic (it's lacking in the 1pp cards department) is entirely possible.
