I remember seeing some article by an Iranian newspaper from months ago where an Iranian officer said that Russian S400 is crap and we don't need it.
It was likely just a political stunt, ofc Russian AA is superior to Iranian AA but their politicians decided not to buy Russia and instead strengthen their own AA industry.
Iran basically fucked up.A few months ago Russia gave them a similar strategic cooperation deal that they gave to best Korea but they refused and insisted to get it watered down significantly, then they didn't ratified it until many months later when israel started attacking them.
They could had quality Russian systems, or at let Russian AA specialists set up their AA and integrate it with Russian AA but they were morons and thought that not signing the deal with Russia gives them more diplomatic options with the west.
In those precious months Iran could had developed a more robust AA system but they rather wasted it to copes about diplomacy.Imagine thinking you can do diplomacy with jews.
