Actually, if he's Indian, probably yes. We have hundreds of languages and something like 28 Constitutionally recognised ones. Whenever someone goes to a state where they don't know the native language, if they want to build any kind of life there and are not in some elite line of work where they don't have to interact with the locals, they're encouraged to learn the local language,
