maybe sell it as 'scaring them straight' but treat it like it's a normal school. Band practice, chess club, drama class and if they are particularly naughty children, they get detention...

...but what do these have in common? thats right, all AFTER school activities. but, lets say officially about ten minutes after 'home time' the doors are locked with whoever is still in...and the inmates who are behaving/bribe enough? get to have 'tours' of the school to 'tutor' the students... teachers about stay out of the way/in the staff room for their own safety as they get free reign with any unfortunates left there for a few hours...
