what the other guy said about the amount of starch, most restaurants use a fairly large pasta pot that is just filled with water that has been used to boil and strain pasta for an hour or two so that water ends up being almost saturated with starch
your pasta water needs to be giga starchy to meet the so-called "pasta water" standards
