50s america, being racist as fuck, didn't let them get house loans to move out to the suburbs. Which trapped most blacks in the inner city.
This sounds like a bad thing, until you remember the burbs, while billed as a place where you could own your own home and raise a family. Kill community and culture because there's nowhere to go, nothing to do, and the only interaction with your neighbors are HOA complaints.
By not getting trapped in the corpo pig-pen, blacks continued to have a culture. This also applies to latinos, asians, and any whites who didn't move to the burbs.
Fun little tidbit is that because people in the burbs have no culture, they're the ones who get sold the ground down slop made of other people's cultural trends.
