Garling and Whitebeard

Then for less than top tiers we have

Rayleigh/Scopper and Big Mom/Kaido

Then the wild cards who's powers we don't really know is everyone else. Such as Bogard, the rest of the Roger pirates, the rest of the Rocks pirates

It sounds pretty even in hindsite. Chances are Garling fought Whitebeard though and we saw Roger calling out Rocks but no mention of Garp in Kuma's flashback.

Given that Kaido was gassing up Roger as the peak of strength despite being under Rocks, there's no doubt that Roger wasn't below Rocks.
