Manhattan DID team up with the others to try to stop Ozy. He only backed down when it was revealed that Ozy had dropped the squid nuke before they even arrived
If you want my two cents, I don't think Ozy's decision was the correct one, but I also don't agree with Rorschach's uncompromising stance of trying to reveal the truth AFTER the squid nuke was already dropped. Because at that point, there is literally nothing they can do to save those people and they may as well make the best of a bad situation. While there is certainly something deeply commendable about Rorschach staying true to his principles even in the face of death, his black and white ideology was ultimately incompatible with a world painted in shades of grey.

The whole plot point here was basically a less retarded version of "You became a mass murderer for our sake. I promise I won't let this mistake go to waste!"
Ozy's actions (in my view at least) were a mistake, but the heroes should at least see to it that those deaths weren't in vain.

Anyway I think Makima is a very different character. There's a debate to be had on whether her actions would have had a net negative impact (I don't really agree that they would have), but her motives in doing so were unambiguously self-serving while Ozy was motivated by genuine altruism
