If there is zero concordance then a given gay (straight) twin's twin would be as gay (straight) as twins in general which might be 4% (96%). 100% concordance would be if every gay (straight) twin's twin is also gay (straight). So 24% concordance should be bit higher than 24% probability that a gay twin's twin is also gay.
