Can they? I still think Myth has the individuals with the strongest abilities. Council/Promise should theoretically be stronger, but they seemed to be representatives of powerful concepts rather than active agents.
Justice seems pretty straightforward in their abilities, which are not really exceeding being good fighters/scouts.
