The english version of the game requires a VPN to add it to your steam account. Problem is some are saying this no longer works.
If it does work then you only need the VPN to get it on your account and then you never need it again.

The DMM (japanese) version requires a VPN each time you launch the game and it flip flops between needing the VPN and not needing it. It doesnt need a constant connection, only the initial launch.
The japanese steam version is similar to the english steam version in that you only need the vpn once.

Here are the old instructions for the english version of VV
>log out of steam
>install vpn (tunnelbear just works)
>connect to supported region (like Singapore or Hong Kong, do not use japan for the eng version of the game)
>go to https://steamdb.info/app/958260/
>click install
>log back into steam when prompted to
>???
>profit

If you can't get either version on the game on steam anymore then your only real option is the DMM version.
