I don't know about the US but recently the Highway Code says cyclists should be prepared to stop. (picrel https://www.gov.uk/guidance/the-highway-code/rules-for-cyclists-59-to-82#rule82)
Also, pedestrians aren't prohibited from using the cycle tracks and are given the highest priority. (but they should be considerate) https://www.gov.uk/guidance/the-highway-code/introduction#ruleh2

If the track was being sparsely used, then I wouldn't stop for the pedestrain. However when it has heavy traffic then cyclists should show consideration and proactively stop.
