yeah it might be just be a pr thing, iirc deus ex and the first fallouts had killable children. I imagine some of the devs or publishers are worried that if you can kill kids in game it might inspire you to do it in real life or the same with rape, its not exactly a mechanic i've seen in any game aside from VNs. if there were malnourished children in kenshi or any game, i'd feel heartbroken seeing them live like that. it would only strengthen my resolve to help them. i think most people would'nt be twisted psychopaths murdering children if that was a mechanic.
