You are gravely mistaken when it comes down to Megumi Hayashibara. She is not just a mere VA or seiyuu. Lina Inverse is literally her avatar, so she thoroughly and directly always supervises the entire creation process, at almost all stages of it.
They allow her to make animation and art style decisions and provide feedback that gets directly translated into the final work, to a certain extent, so that her VA work matches Lina's animation and looks perfectly. This even comes down to style of clothing or accessories Lina is wearing. Many of those were directly influenced and approved by Hayashibara, before they've seen the light of day in the final product.
When couple of Next's episodes (the necromancer maniac arc) were outsourced to other animators and artists (probably due to Araizumi's temporary sickness or something else), she was furious, and boy oh boy does it show. Those two or three episodes looked extremely jarring and out of place, with bizarre art style of characters and subpar animations.
