Silver iodide. The early experiments with cloud seeding were such colossal fuck ups that even the US Congress got involved. They are much more effective/subtle at it now though. When they finally figured out how to make cloud seeding work is also when they stopped talking about it and started trying to convince everyone that it was fake and didn't work btw.
