It might be cheating but that's how you gotta do it to make it work. And frankly speaking, that's kind of how the manga also works, Tetsuo Hara did a lot of wonder in making the pages look nice but it doesn't have the same level of dynamic action like Dragon Ball. If anything, animation studios should capitalize on that and make it a still-pilled anime, but in the modern day where every action scene has a camera zipping around 360 degrees I guess that's not common sense.
