That looks like prydwen being retarded again, neither MMast nor MAnchor actually need to be 10/10/10 to work. 7/7/7 for both is fine and the only requirement if you wanna achieve 100% reload speed with Alice in particular is that the combined total of both of their S2s is 17, so basically 7/10/7 MMast and then MAnchor 7/7/7
If you wanna budget even more you can go
