Fat Xiao talked about how Teyvat has a cyclical pattern, but that also applies to Mihoyo as a whole with how they repeat and recycle ideas from different projects. Maybe this is a gacha thing to optimize the use of resources in a short period of time though. Kinda like FromSoft has recycled enemy animations for over a decade.
