It's more of a victim of the GBA's failure to establish itself in the market. Pokemon was carrying that console, not the other way around. And it was carrying it because Gen I and II were massive successes

More people had a DS and those that skipped Gen III because of the lack of connectivity between Gens II~III were rewarded with a much more cohesive and well put together game that added back all the shit that Gen III cut
