Maybe the idea that the centre of imperial power can be effortlessly breached by a force of a thousand psykers is a bit idiotic given that their worst enemy - the chaos gods - command a practically limitless amount of powerful pskyers with deamons on top yet nearly all their black crusades and grand heresies have achieved less than a particularly motivated waaaagh.

The entire reason the codex astartes exists and applies to the GK as well is to permanently destroy their ability to pull the same stunt twice. Being a librarian isn't that much of a power-up to make up for the sheer lack of numbers. Most ironically the one thing the GK are specialized into fighting is the one thing that they wouldn't be fighting: Daemons.
The only group that the decree would make any sense for is the AdMech because they are the only ones who could actually repair the throne. are already in the room with him and are vastly larger a faction then the fucking bum knights who are probably spread all over the imperium so they will not even have their full strength.
