For context, the first and only World War in her setting happened as a pure fluke, and only continued due to the antagonistic party having a widespread revival mechanism that perpetuated their fight/flight response every time it activated. Animal people are quite peaceful on the whole, and wouldn't voluntarily continue bloodshed unless absolutely necessary for survival, and past a certain point, it wasn't. Resource channels resumed, and so the instigators had no legitimate reason to fight, but their top brass and associated squadrons literally could not stop.

So rather than something manipulative, she is, ironically enough, 100% speaking the truth, 100% believes it, 100% wants the best for friend and foe alike, and 100% will shoot another 4,270 enemy combatants to restore the world's Edenic beauty. Adorable peace loving murder savant without an iota of cognitive dissonance. Long live the Land of Fallen Leaves.
