Pokemon is a monster collector.
The minimum viable product to this is that the monsters you collect have to look cool enough to warrant collecting; else the whole formula falls apart.
As of 2013, not only have all pokemon looked lifeless in game and not worth collecting, but they retroactively made all past pokemon look lifeless and not worth collecting
