Where they wanted to cause an energy crisis in Kaliningrad, then advertised the plan almost a decade in advance so Russia could prepare and build powerplants...
While the EU did not.
Then they cut the cables and energy prices in the Baltics doubled over night with no effect on Kaliningrad.
