What they really mean (but don't know consciously) is that tattoos show that the man is impulsive, dominant and is low in neuroticism (anxiety), especially the second trait is important, as anxious people are always overthinking everything. Men who overthink things would never get a tattoo and I've never met a man with tattoos who wasn't an extroverted social butterfly. Young women (up to the age of 25) seem to be especially attracted by this "bad boy" type, regardless of their own personality, probably because such men show the genetic traits of being able to protect her offspring (while the untattooed, boring anxious beta couldn't). At that age they're also at peak fertility, and evolutionary pressures may favor short-term mating.
My anecdotal obervations show that women often change their preferences after age 30, towards more stable, "softer" men, in order to raise children and provide reliable resources. This is why the lonely nerd only attracts 40+ year old grannies who find him "charming".
