I think it's because Africa was such an easy place to live. Nice warm climate, wild game as far as the eye can see, fruit within arms reach at all times. The African jungle was like a grocery store and kangs basically lived in paradise, it's why they still can't make an honest living and just live on welfare because the jungle was basically welfare to them.

There just wasn't pressures for them to evolve so they remained basically modern ape men, a missing link between us and other great apes.
