By the end of the Third Century, Roman citizens were so poor that they felt more aligned with the religion that espoused humility and asceticism rather than their old pantheon which was constantly changing based off of the hubris of a given emperor.
It still didn't stop future emperors from personally and spiritually aligning with the old gods and it also didn't stop the upper classes from enjoying their riches - they just wore their gold and jewels on personal crucifixes.
