Ultimately, Skyrim as a nation will be taxed to hell regardless of which side you pick, however, Ulfric is actually keeping the goods and extra manpower inside of the nation rather than the Imperial Jarl committee, who would waste Skyrim's large amount of resources on their foreign allies. (Cyrodiil's front border is still majority Nord)
An eerily similar choice to what modern-day USA is going through with their foreign allies demanding they trudge into the sand place. The Empire is no good for Skyrim, and like any gigantic entity that has grown too fat and too large to move on its own, it needs to be cut out for the good of the people, or else Skyrim will fall with it.
