FYI the 1960s head of DARPA named Richard S. Cesaro who led the US microwave psychotronic weapons program (project Pandora) was fired for dishonesty and also employed under him in Pandora a man who would become a lab tech in the early federal IVF program and impregnated thousands of women unwittingly.
Cesaro also worked closely with UCLA's Dr. Ross Adey who was well known for intergrating nazi research with US institutions during Paperclip.
