It used to be decent but riot heavily nerfed it since. Also introduction of the stuff that the buff form grubs gives as well as release of naafiri made it so that there are more things in the game that easily eat your W and leave you useless for the next 8 seconds.

There still are some people who run manamune AP builds on SR but it's in solo lanes.

This guy right there plays it mid, also some people play it top with first strike into low kill threat tanks like sion. In botlane this build is unplayable.
It needs too many conditions to work and fails completely when even just one is not met.
