The DOA Prism region-lock was entirely Koei Tecmo's decision. Steam's policies are global and if you're approved for one region, barring regional law (e.g., Germany), you're cleared for all, and vice versa. I think it's the same with Sony. Koei Tecmo has been very deliberately avoiding western releases for Dead or Alive since Xtreme 3 I believe. I'm not fond of it and I think they're being pussies and kneecapping sales potential for one of their most famous series for a dumb reason.
