Having watched seasonal anime for 20 years I can safely say yes, there has been an increase of feet and feet scenes. But there are also more shows per season now, so that means more chances.
But the important part is that the feet are mostly better drawn and animated nowadays. Being a footfag in the 90s or 00s was suffering most of the time.
