It's not. The danger is heavily concentrated in places you're not going to go. You can walk all of center city all the way up to kennsington ave, down all the way to the end of south philly, go into west philly and be totally safe at any hour of the day. Nobody who visits Philly is going to end up in the bad dangerous areas
