They didn't want to do a simultaneous launch because development was a mess: their head honcho was busy working on a different project while GFL2 team just did whatever then had to scrap all of that and start over.
GFL2 CN release had like 1 year of real work behind it and it only happened because they needed money NOW, the game was blatantly not ready and they knew this will kill its longevity.
Global was historically their most profitable market so killing GFL2's longevity there was not an option.
How MICA handled this situation was (almost) the most sensible way to do it. The actual best way (that they probably couldn't afford) would be to just ignore CN schizos and focus on polishing the game more instead of wasting devtime on dumb NTR schizo rewrites that nobody actualy cared about because let's be real, despite many improvements GFL2 global launch felt blatantly unfinished too, and the game fell off in popularity as a result.
They'd actually be bankrupt now if they did a simultaneous release.
