It's not just a lack of infrastructure that is holding Europes space program back. I just can't see Europe producing absolute Chads like Buzz Aldrin or Alan Shepard or even Harrison Schmitt. The only other people out there willing to be reckless amd capture lightning in a bottle are the Russians, although nowadays I'm not sure if that's even true anymore
