If you remember old anime, then it's basically a recap episode that promises to add explanations/conclusions to every plot thread it will bring up.
Recap episodes have never been popular, so people who followed the story are pissed. Genshin has had the story pacing of a snail and now they're stopping the story altogether just to explain it again to the audience.
